Answer:
This occurs when a software client is being used on a laptop with the display configured to operate in non-native mode.
The EDID information found in some laptops only include timing information for the native display resolution. If a non-native resolution is active on the laptop and the software client runs on this laptop, the resolution of the host workstation will equal the native resolution of the laptop, not the active resolution of the laptop. This results in scroll bars appearing on the soft client window or the screen continuously jitters/stutters.
Workarounds:
- Set the screen resolution of the laptop monitor to native.
- Attach a second monitor to the laptop and run the software client on this monitor

You can also run a monitor information utility (e.g. moninfo) to see if the the laptop advertises supported resolutions other than it's native resolution.
